The primary purpose for this website is to be a forum to discuss energy policy, what works and what does not, and where the future may be for various technologies. Dr. Piper has experience in petroleum exploration, development and regulation of the Federal offshore area. He has worked on projects in the Pacific and Gulf of Mexico Outer Continental Shelf. He has also participated in development of the Renewable Energy Program for the Pacific Offshore region. He has seen how numerous and often conflicting regulations among the various governmental entities has negatively affected both programs. And, of course how politics gets in the way of everything.
